  • Explain your rationale for choosing it (why is it important, contested, timely).
  • State the recent policy change you’ll analyse (e.g. reform, funding cut or increase, new regulation or new obligation).
  • Briefly describe how you searched for policy implementation/impact evidence in this assessment.

Policy Background / Context (300-400 words)

  • Key stakeholders and institutions (which government departments, NGOs, target groups).

Description of the Recent Change (400 words)

  • Clearly describe what has changed (rules, eligibility, program design, the role of workers).
  • What rationale was given for the change (efficiency, cost-saving, equity, public pressure, crisis), and by whom.
  • Any controversies at the time of change implementation- here use media or academic sources.

Critical Review of policy implementation or impact (800-1000 words)

  • Describe how the policy change or reform is being experienced by vulnerable or at-risk groups, or advocacy groups, using trustworthy evidence.
  • Consider constraints and enabling factors (structural factors like resources and capacity, service organisation; factors relating to poverty or inequality, and cultural diversity).
